Source access friction in offshore research work
Evidence-based guidance for distinguishing access failures from research-quality failures in distributed article production.
Research question and scope
How should a distributed content team handle a source that a researcher cannot open or verify? This report covers access, preservation, provenance, and escalation for ordinary editorial research. It does not provide legal advice on copyright, licensing, privacy, or cross-border data transfer.
Methodology
We synthesized primary guidance from government and standards bodies on information access, records, security, and research transparency. We compared the guidance with a simple article workflow: discover, assess, extract, cite, review, and publish. The result is a control model, not an empirical study of OffshoreResourcing.com staff.
Findings
An access failure should be visible as its own status. The record should identify the requested source, claim it was meant to support, access date, failure mode, allowed alternative, and escalation owner. This prevents a broken link or permissions problem from being recorded as weak researcher judgment.
Substitution needs a rule. A summary, search snippet, or secondary article may help locate evidence, but it does not automatically replace the underlying primary source. When the original cannot be checked, the team can narrow the claim, find another authoritative source, postpone it, or remove it.
Inference boundaries
Successful access does not prove that a source is reliable or relevant. Failed access does not prove the source is poor. Location, network configuration, subscription rights, file format, and security policy can all affect availability. The record supports diagnosis, not assumptions about motive or competence.
Limitations and practical use
We did not test regional networks, paywalls, or vendor accounts. Teams must apply their own contracts and security controls. Pilot the fields on several real source problems, review whether the escalation produced a defensible claim decision, and retain only information needed for that decision.
