The ITU’s time-zone resources and service-management guidance show why operating windows should be stated precisely. A staffing brief that says “24/7 support” without defining response expectations is not a coverage model; it is an unpriced aspiration.

Interpretation

Start with demand by hour, not a preferred staffing pattern. Identify which requests need immediate response, which can wait, and which require a named decision-maker. Then specify the overlap needed to transfer context. This is especially important when an offshore coordinator supports customer records, recruitment administration, or article research for an existing site.

Buyer test

Ask whether the proposed team can explain who owns an item at each boundary. If ownership is unclear, adding headcount may increase queue volume without improving service continuity.
