Research Brief: Approval Latency and Decision Risk in Remote Teams
A measurement framework for separating ordinary review delay from approval waits that threaten deadlines, controls, or customer commitments.

Research question
When does approval latency become an operating risk in a distributed support lane? Not every wait has the same consequence. A routine check may tolerate the next review window, while a payment cutoff, privacy incident, customer promise, or access exception may have a much earlier safe deadline.
Decision-event model
Each approval event should record the question, requesting role, requested time, accountable decision owner, business consequence, latest safe time, response time, decision, resulting action, and closure. This model measures the availability of authorized judgment without implying that a contributor should proceed when the response target is missed.

Measurement design
Useful measures include median response time by event class, share answered before the safe deadline, unanswered-event age, backup use, and commitments changed after delay. Averages alone are inadequate because a few high-consequence waits may matter more than many routine approvals. The event class and operational consequence should remain visible beside timing.
Sampling should include successful decisions, timeouts, withdrawn requests, and questions found to be unnecessary. The last category can reveal instructions that force managers to approve routine work repeatedly. Removing an approval requires an authorized process decision; it should not happen informally because the question feels repetitive.
Analytical cautions
Fast response is not equivalent to a usable decision. Replies such as proceed as normal may leave the original question unanswered. Reviewers should assess whether the response addressed the stated decision, came from an authorized owner, and led to a recorded next action. Time-zone overlap may affect availability, but unclear ownership and weak handoff records should not be misclassified as schedule problems.
Governance implications
Managers define event classes, response commitments, backup authority, and external notification rules. Contributors can prepare options and evidence but cannot treat silence as approval. Legal, finance, privacy, security, employment, and customer-sensitive questions should route to the relevant qualified owner, even when operational targets are tight.
Practical application
Map the ten most common decisions in one workflow. Assign a normal owner, authorized backup, response window, latest safe time, and timeout action to each. Run the matrix for two cycles, then review missed windows and ambiguous replies. Adjust coverage or commitments based on observed events while preserving the authority boundary.
